Charges are pending against a Winchester woman who had 20 dogs and four cats living in her apartment. On January 9, 2013 officers were called to Bellview Avenue in reference to a welfare check on several animals inside a residence. Animal Control Officer Andrea Enke found the animals living in poor conditions. The apartment smelled of dog feces and ammonia from urine. An ammonia test was done on the apartment and it was determined that ammonia was present in the home. Four of the animals had medical problems that required treatment. Two of the dogs are pregnant. All of the dogs are Chihuahua or Chihuahua mixes. The owner of the animals signed them over to the SPCA.
Some of the animals will be available for adoption today at the SPCA of Winchester, Frederick, and Clarke Counties.
